Twenty Thai companies involved in film production, distribution, visual effects and animation will take part in the event in L.A. The three-day program will include a symposium, tours of Hollywood studios, company showcases and business matching sessions.
Participating film companies from Thailand include, the National Federation of Thai Film Associations, Amfine Production, Five Star Production, Kantana Post Production, Klongchai Pictures, M Pictures, M Thirty Nine, Right Content, Studio Aromdi, Sahamongkol Film International. The Thai animation companies making the trip to L.A. are Anya Animation, Creative Bean Studio, Imagimax, Lunch Box Studio, The Monk Studios, G Motif, Teapot Studio, Tomogram Studio, Vithita Animation, Yggdrazil Group.
The program will culminate with a costume Halloween party held at the JW Marriott Santa Monica Le Merigot Hotel, hosted by Princess Ubolratana Rajakanya of Thailand. Los Angeles Sees Moderate Production Gains in Features...

Gains in feature film production offset a decline in TV shooting to lift overall third-quarter location shooting in Los Angeles by 9.5% to 11,792 permitted days, according to the FilmL.A. permitting agency.

The hike in activity may appear to undercut the contentions that the state of California needs to do more to put the brakes on runaway production, so FilmL.A. president Paul Audley issued a statement aimed at providing context for the latest statistics.

"Any increase in local production is cause for celebration, as long as we don't lose sight of the big picture," said Audley. "California has yet to match and overcome out of state competition for this business. For feature film production to be where it once was and should be in L.A., production would need to increase by 125%. Until Sacramento acts to level the playing field, we won't see the kind of growth and prosperity that California families are counting on."

The 19.5% jump in features — concentrated in small-budget projects such as Zach Braff's Kickstarter-funded "Wish I Was Here" — was enough to overcome a 3.4% slide in the mainstay TV production category, according to statistics released Tuesday by FilmL.A.

Feature production totaled 1,959 days during the quarter, a continuing sign of moderate recovery in a segment that's been hit hard by runaway production as the category improved its 5-year quarterly average by 14.6%. Still, FilmL.A. noted that the activity lags far behind the record setting numbers of 1996.

The report was issued with momentum gaining to improve the California Film and Television Tax Credit Program, which is far smaller than rival incentive programs in other states with a $100 million annual limit in credits and exclusion of features with budgets over $75 million. Los Angeles Mayor Eric Garcetti recently appointed Tom Sherak as film czar to address the runaway issue and several state legislators have announced plans to increase the scope of the incentive program.

"I've made the industry a priority for my administration because it generates 500,000 jobs," Garcetti said in statement Tuesday. "This isn't about the stars we see on the screen but about carpenters, caterers, and electricians and the stores they shop in."

State-qualified feature projects generated 107 days of shooting between July and September, or 5.5% of the category's quarterly total and included "Best Man," "Jersey Boys," "Kitchen Sink," "OT Beach" and "Ride."

Other features shot in Los Angeles during the quarter included "Life After Beth," "Reversal," "Stretch" and "Whiplash."

FilmL.A. president Paul Audley asserted that — when compared with five-year averages — the numbers also show that Los Angeles has continued to see erosion in features and TV dramas, which generate the highest level of economic activity, as other states lure away production via incentives that are far richer than California's.

"We are seeing increases but they are in the low-economic area," he added. "We're not seeing tentpole films shot here. It's great that we are getting micro-budget projects, but those use small casts and crews."

The television production category totaled 4,091 days during the third quarter as TV dramas gained 6.5% to 983 days — but have dropped 25.5% below the five-year average.

Reality TV was down 14.3% 1,353 days; sitcoms slid 15% to 517 and web-based TV production fell 15.6% to 357.

State-qualified TV projects generated 182 days, or 18.5% of all TV drama activity including "Lost Angels," "Major Crimes," "Rizzoli & Isles" and "Teen Wolf."

The commercials category jumped 17.7% to 1,925 days for its strongest showing so far this year. Production in this category has increased notably in recent years.

Gov. Jerry Brown signed a two-year $200 million extension of the tax credit program last fall. Those funds will be doled out in June, 2014 and June, 2015.

Only 31 of the 380 projects that applied for the state tax credits were selected in June. That number has increased to 34, with thriller "Nightcrawler" receiving a $2.3 million allocation from the California Film Tax Credit program after moving off the waiting list.

August's cancellation of "Bunheads" freed up credits for seven other California projects, including "Sam and the White Tiger," "Perfect Heist," "Xoxo" and "Straight Outta Compto

Inc., the nonprofit group that handles film permits for the city. (One production day represents a crew's permission to film a single location in a 24-hour period.)

The slide in feature activity marks a stark turnaround from the first and second quarters, when film production rose 16% and 9%, respectively. The data apply to film shoots on streets and noncertified sound stages, as opposed to shooting on studio lots.

Film industry officials attributed the decrease to the ongoing rivalry from other states and foreign countries luring business away from Hollywood and the fact that fewer feature projects qualified for California's film and television tax credit program this year.

So far in 2012, only 22 feature projects have been approved for the state film tax credit, which is allocated in June. The state, which awards $100 million a year via a lottery, approved 40 projects in 2011. State lawmakers recently approved legislation to extend funding for California's film tax credit through mid-2017.

"We applaud the recent two-year extension of California's film incentive program, and support expanding the program to stop the production outflow and attract a more diverse slate of high-value productions,'' FilmL.A. President Paul Audley said in a statement.

State film tax credits were awarded to several locally produced TV shows, including "Body of Proof" and "Rizzoli and Isles."

Nonetheless, those shows accounted for a tiny share of overall TV location filming in the third quarter. The television category had a weak quarter, slipping 1.4% to 4,245 production days, led by a 20.5% drop in reality TV and a 18.5% decline in TV dramas. Broadcast networks increasingly have been eyeing New York and other states for their new dramas.
On the other hand, sitcoms and and TV webisodes continue to show rapid growth in Los Angeles. Sitcom production jumped 48% in the quarter while TV webisodes surged by 149%, FilmL.A. said.

"The television landscape is changing in Los Angeles, and economically, the sector has taken a turn for the worse,'' Audley said. "Many of the new TV projects we're coordinating permits for have low spending and employment impacts. More needs to be done, policy-wise, to help return sought-after TV drama projects to Los Angeles."

Commercial activity in the L.A. area decreased 5.3% to 1,635 days in the quarter afer posting big gains in the first half of the year.

California Movie And TV Tax Credit Extension Moves Forward...

The bill was altered to extend the $100 million annual tax credit program to two years instead of five, matching a bill in the state Senate.

A bill to extend California's program of tax credits designed to stop movie and TV production from leaving the state passed a key test Wednesday and now is headed to the full Assembly for a vote, probably next week.

California Senate Committee Approves Tax Credit Extension, Cuts Term to 2 Years
Before passage, the bill was changed to mandate a two-year extension of the $100 million annual program. An earlier version called for a five-year extension. The two-year term matches a similar bill making its way through the state Senate.
The bill was heard by the Assembly Appropriations Committee, which then passed it by a unanimous vote.
The bill introduced by Assemblyman Felipe Fuentes (D, 39th district -- which includes San Fernando, North Hollywood). It had previously passed the State Assembly Arts and Entertainment Committee.
The Senate version was introduced by Senator Ron Calderon (D, South East Los Angeles). It is expected to be heard by the full Senate in the coming weeks.
Gov. Jerry Brown has yet to announce whether he supports an extension of the tax credits meant to stem runaway production, a program that began in 2009 under then Gov. Arnold Schwarzenegger. Brown signed a one year extension at the end of the legislative session last year.

A state bill aimed at curbing runaway production has moved closer to becoming law.

The Assembly Appropriations Committee unanimously supported a bill that would extend funding for California's film and television tax credit program. Funding for the program is due to expire next year.

California sets aside $100 million annually for dozens of projects applying for credits between 20% and 25% of qualified production expenses for movies and TV shows.

The bill, however, was amended to provide for an extension of two years instead of five years. Industry backers sought a longer-term funding commitment to compete with other states that offer film tax credits, but that has been a tough sell in the state's current fiscal climate.

The measure now goes to the full state Assembly for a vote, which is likely to take place next week. The state Senate is expected to take up a similar bill later this month. A Senate committee in June also supported a similar two-year extension.

California lawmakers first enacted the program in 2009 in an effort to compete with nearly 40 states that offer tax incentives and rebates to filmmakers.

Bill to protect child actors clears legislative hurdle...

A California bill seeking to protect child actors in Hollywood has passed a major legislative hurdle.

The state Senate Appropriations Committee unanimously approved measure AB 1660, which would require criminal background checks for talent managers, publicists, photographers and others in the entertainment industry who would have unsupervised access to young performers. It also would prohibit registered sex offenders from representing minors.

The bill is similar to a measure proposed in 2006 that died in the appropriations committee, amid opposition from some in the entertainment industry.

Child actor advocates seized on two high-profile cases late last year to create momentum for legislative reform. One case involved a longtime talent manager who specialized in representing young actors, and who subsequently pleaded no contest to two counts of child molestation. Another involved a film casting associate who had been convicted years earlier of child molestation and abduction. Charges brought in connection with his work in Hollywood were later dismissed.

The current bill won wide support from industry trade groups, including the Assn. of Talent Agents, the Motion Picture Assn. of America, the Screen Actors Guild and the American Federation of Television and Radio Artists. It also received the backing of former child actors who said they were victims of abuse.

The measure moves to the full California Senate for consideration.

Commercial shoots on streets of L.A. reach record level...

On a sunny Monday afternoon near the Port of Los Angeles, a man straddling a mechanic's red toolbox is wheeling down a street, struggling to maintain his balance as he turns a corner.

A camera crew is filming the action as part of a shoot for oil change chain Jiffy Lube, one of at least a dozen commercials shot this week across Los Angeles County. Others include spots in downtown L.A. for Yoplait Yogurt and Jeep Cherokee, as well as North Hollywood for JC Penney.

Commercial shoots are surging in L.A., fueled by several factors, including an economic recovery, ads for the Super Bowl, the summer Olympics and political campaigns, and even a tax break offered by the city.

Location shoots for commercials in the L.A. area rose 8% in the fourth quarter compared with a year earlier and climbed to the highest level on record last year -- generating 7,079 production days, according to FilmL.A. Inc, which handles film permits for the city and county of Los Angeles.

While they don't get as much attention as movies and television shows, commercials have become an increasingly important contributor to L.A.'s entertainment economy. In fact, since 2009, commercials have accounted for more location filming than feature films, which have been harder hit by runaway production.

Although movies and TV shows employ larger crews, commercials still pack an economic punch: filming a 30-second spot for broadcast TV can employ 40 crew members and carry a budget of $100,000 to $400,000.

Commercial production is up nationwide in part because the overall economy is improving, industry analysts say. The recession caused a sharp falloff in advertising spending in 2008 and 2009, but big brands including auto companies such as Chrysler to consumer electronic firms such as Apple have been setting aside more advertising dollars to market their products as consumer spending grows.

"There are several things coming into play but one of them definitely is the rebounding economy,'' said Matt Miller, president of the Assn. of Independent Commercial Producers, a trade group with 178 members in Southern California. "Overall, it's been a pretty good year throughout the industry."

Sponsors of the 2012 Olympic Games in London already have begun stockpiling commercials as part of their marketing campaigns, generating more business for local producers in the fourth quarter, who also benefited from Super Bowl ads, Miller said. The National Football League recently signed record-setting television rights deals with Fox, NBC and CBS, which are eager to capitalize on huge ratings for the games.

Another factor behind the commercial production upswing is the proliferation of digital media, which has created more demand for ads that can be run across multiple platforms -- on websites such as Hulu, iPads and smartphones.

"A lot of brands are trying any way they can to capture potential customers,'' said Jerry Solomon, managing partner for Epoch Films, which has produced commercials for AT&T, Audi and Apple. "It's not just TV anymore."

Production companies that shoot commercials in Los Angeles also got a boost last year after the City Council reduced the taxes they pay for doing business in the city. L.A. raised the threshold at which producers pay business taxes, lowering their tax burden by as much as $3,400 annually.

Despite the city's tax break, producers say they face growing pressure to consider shooting spots in other locales that offer more favorable tax credits because California's film tax credit excludes commercials. L.A.'s share of overall commercial production worldwide was 51% in 2010, down from 54% in 2007, reflecting growing competition from states such as New York and Illinois, according to the Assn. of Independent Commercial Producers. During the same period, New York's market share has grown to 15% from 12%.

And while local producers may be busier, they're not necessarily making more money since they face more pressure to cut budgets and turn around projects more quickly.

"We use to get two days to shoot one 30-second spot. Now, we're shooting one 30-second spot in a day,'' said Rick Fishbein, special projects producer for Santa Monica-based Green Dot Films. "We're working harder to reach the same bottom line that we had a decade ago."

On Location: Overall L.A. film activity dropped 15% last week...

It was a tepid week for on-location filming. Production days for film, TV and commercial shoots declined 15% compared with the same period last year, according to the latest permit figures from FilmL.A. Inc.

The decrease was driven by feature films, which generated only 81 production days, a 44 % drop over the same period a year earlier. Commercials saw an 11 % decline in production activity, while television production fell 7%.

The permit data tracks filming on streets and non-certified sound stages in L.A. and unincorporated areas of the county.

This week's shoots include a feature called "Death of the Sheik" (downtown), the Warner Bros. movie "Gangster Squad" (Beverly Hills), the reality TV show "Excused" (Encino) and the legal drama "Franklin & Bash" (Santa Clarita). See those and other shoots in the map below.

Hollywood wants a $500-million blockbuster out of Sacramento.

In the final days of the legislative session, the industry is seeking a five-year extension of a tax credit for producing films and television shows in California. It has assembled a powerful coalition of moguls and unions, who argue that failing to re-up the program risks losing film jobs to states offering even more generous rebates.

That is something, advocates argue, that the state with the second-highest jobless rate in the nation cannot afford. "This is a proven program that creates jobs and stimulates the economy," said Vans Stevenson, senior vice president of government affairs for the Motion Picture Assn. of America. "Our companies are all based in California, and we want to see the industry grow here."

But California is also the state with the largest budget deficit, and opponents balk at reserving $500 million for industry incentives at a time when lawmakers are slashing social services, laying off teachers and raising tuition at public universities.

"It's a little unusual to me that a Democratic-controlled Legislature would give $500 million to corporations when they've so viciously cut poor people and sick people over the last four years," said Dave Low of the California School Employees Assn., one of the few unions to oppose the measure.

The debate comes as many states — spurred by the economic downturn — have begun to question the efficacy of using public money to lure film production. At least five states have ended or suspended their programs in the last two years.

Still, nearly 40 states continue to have some sort of film incentive, and there is little doubt that many have poached productions from California. "Battle: Los Angeles," for example, was filmed mainly in Louisiana, which has an aggressive program to lure Hollywood shoots. The HBO series "Mildred Pierce" was set in Glendale but filmed in New York. Producers had to import palm trees.

The proposal to extend California's film credit sailed through the Assembly. But in the Senate, the extension was limited to $100 million over a single year, contingent on the state hitting revenue targets through 2011. Should they drop, up to $4 billion in cuts would land on colleges and kindergarten-through-12th-grade education in January.

"I don't think it would be the right signal to extend the tax credit under those circumstances," said Senate President Pro Tem Darrell Steinberg (D-Sacramento).

But a single-year-extension, the bill's backers say, is not enough. "It's important for us to … signal to the industry that California is committed to [its] future," said Assemblyman Felipe Fuentes (D-Sylmar), author of the bill.

The initial tax credit passed as part of the 2009 budget deal between the Democratic Legislature and an avid film industry supporter, Gov. Arnold Schwarzenegger. The $500-million program gives a rebate of up to 25% of qualified production expenses. It can be used to offset any sales or business-use taxes that production companies have with the state but cannot be used to pay actors' salaries.

"The people this benefits aren't living in Brentwood or Beverly Hills," said Thom Davis of Local 80 of the International Alliance of Theatrical Stage Employees, noting that large film shoots employ up to 300 cast and crew members, such as grips and camera operators. "They live in Reseda, Burbank and North Hollywood. Every time one of my members isn't working, they are collecting unemployment benefits. And that doesn't benefit business or the California economy."

Although the initial program ran through 2014, more than $400 million in rebates — which are allocated on a first-come, first-served basis — have been distributed. The last ones are expected to go out next summer. Fuentes said that if he can't persuade the Senate to grant an extension of more than one year, he may opt to try again when the Legislature reconvenes in January. For the program to continue in 2012, a two-thirds vote of the Legislature would be needed to implement it on an expedited basis.

In arguing for a full extension, advocates cite a study by the Los Angeles County Economic Development Corp. that found the program so far had pumped $3.8 billion into California's economy and created 20,000 jobs.

Skeptics noted that the study was sponsored by the MPAA and that some examinations of other states' programs have found they don't create enough jobs to recoup their cost.

Jean Ross of the California Budget Project, which advocates for greater spending on social services, said that the annual $100-million cost of the credit is about the same amount the Legislature has hiked community college fees. "In essence," she said, "we have taxed community college students to give a tax break to Hollywood."
