Venezuela has the largest proven oil reserves in the world. It was once so rich that Concorde used to fly from Caracas to Paris. But in the last three years its economy has collapsed. Hunger has gripped the nation for years. Now, it’s killing people and animals that are dying of starvation. The Venezuelan government knows, but won’t admit it!!! Four in five Venezuelans live in poverty. People queue for hours to buy food. Much of the time they go without. People are also dying from a lack of medicines. Inflation is at 82,766% and there are warnings it could exceed one million per cent by the end of this year. Venezuelans are trying to get out. The UN says 2.3 million people have fled the country - 7% of the population.

Anti-migraine ingredients: No.3 CELERY

Anti-migraine ingredients = Anti-inflammatory ingredients

No.3 CELERY

CELERY ANTI-MIGRAINE PROPERTIESANTI-INFLAMMATORY + ANTIOXYDANT

Naturopaths have long been recommending celery for migraine headaches, and a recent study suggests that luteolin, a plant flavonoid found in abundance in celery, can indeed impede the inflammatory response in brain cells, at least in mice.

Celery is a green, leafy vegetable that contains large amounts of a number of vitamins and minerals. As water accounts for most of its weight, celery is a filling, nutrient-dense and low-calorie food. In addition to its high water, vitamin and mineral content, celery contains other potentially therapeutic compounds. These include anti-inflammatory compounds called phthalides and coumarins, a class of cancer-fighting antioxidants.

Water and Macronutrients

Water accounts for approximately 96 percent of celery's weight. Because of this, one cup of celery contains only 16 calories, 3 g of carbohydrates and almost no fat or protein. Fiber makes up the majority of celery's carbohydrate content, with 1.6 g per cup. This accounts for approximately 6 percent of a man's and 8 percent of a woman's recommended daily intake. As it is a good source of fiber, rich in water and has little negative effect on your diet, celery can help to reduce weight, lower blood pressure and remove toxins from your body by promoting regular bowel movements and urination.

Vitamins

Celery contains small amounts of a number of vitamins, including vitamin C, vitamin A and vitamins B1, B2 and B6. A cup of celery also contains nearly 10 percent of your daily intake of folate. Otherwise known as vitamin B9, folate is essential to neurological and mental health. As people with depression tend to have low folate levels, the University of Maryland Medical Center suggests that vitamin B9 may help to treat depression. In addition, a cup of contains approximately 25 percent of a man's and 33 percent of a woman's daily intake of vitamin K. Due to its role in promoting blood coagulation, the high vitamin K content in celery makes this vegetable a potential therapy for blood clotting disorders.

Minerals

A cup of celery contains between 2.5 and 6 percent of your daily intake of numerous potentially therapeutic minerals. Of these, calcium, phosphorous, manganese, magnesium and potassium all play a role in the treatment and prevention of osteoporosis and other bone disorders. In addition, potassium, magnesium and calcium can all help to prevent and reduce high blood pressure. According to the University of Maryland Medical Center, magnesium also helps to treat migraine headaches. Manganese plays a role in the treatment of arthritis, potentially reducing pain for people with people with rheumatoid and osteoarthritis. With small amounts of iron, a cup of celery boosts your energy levels and helps to treat anemia.

Phthalides and Coumarin

In the August 2011 issue of "Inflammopharmacology," Drs. Michael Powanda of M/P Biomedical Consultants in Mill Valley, California and Kim Rainsford of Sheffield, UK's Sheffield Hallam University list the potential therapeutic effects of phthalides. Present in celery, the benefits of these compounds include anti-bacterial and anti-inflammatory properties and relief from kidney stones, bowel diseases, gas, muscle spasms and ulcers. A team led by Mehrdad Iranshahi of the University of Medical Sciences in Mashhad, Iran point out that the coumarins in celery have similar anti-inflammatory effects. In the June 2009 issue of "DARU," the Journal of Pharmaceutical Sciences, these antioxidant compounds are noted to also play a role in cancer treatment by inhibiting an enzyme that promotes the growth of cancer cells.

Anti-migraine ingredients: No.2 GINGER

Anti-migraine ingredients = Anti-inflammatory ingredients

No.2 GINGER

GINGER ANTI-MIGRAINE PROPERTIES: PAIN KILLER + ANTI-INFLAMMATORY

Ginger has been enjoyed throughout the ages for its aromatic, pungent flavor and its health promoting properties. In Ayurvedic medicine, ginger has been popularly used as a remedy for headaches, and anecdotal evidence supports the use of ginger to alleviate migraine headaches.
However, little scientific research has been done on the topic.

Ginger is well known as a remedy for travel sickness, nausea and indigestion and is used for wind, colic, irritable bowel, loss of appetite, chills, cold, flu, poor circulation, menstrual cramps, dyspepsia (bloating, heartburn, flatulence), indigestion and gastrointestinal problems such as gas and stomach cramps. Ginger is a powerful anti-inflammatory herb and there has been much recent interest in its use for joint problems. It has also been indicated for arthritis, fevers, headaches, toothaches, coughs, bronchitis, osteoarthritis, rheumatoid arthritis, to ease tendonitis, lower cholesterol and blood-pressure and aid in preventing internal blood clots.

It is a warming remedy, ideal for boosting the circulation, lowering high blood pressure and keeping the blood thin in higher doses. Ginger is anti-viral and makes a warming cold and flu remedy. Ginger is a powerful anti-inflammatory herb and there has been much recent interest in its use for joint problems.

Nevertheless, laboratory studies have shown ginger to be able to reduce pain and to act as an anti-inflammatory, which may contribute to ginger's reported migraine-busting properties.

1/2 to 1 teaspoon (1 to 2 grams) of fresh powdered ginger per day.

Ginger root is a medicinal herb used primarily for the treatment of Dyspepsia (discomfort after eating), this includes the symptoms of bloating, heartburn, flatulence, and nausea. It is also considered helpful as a preventative for motion sickness and as a digestive. Due to it's antispasmodic characteristic some people have used it to help ease menstrual cramps. In some traditional systems it is credited with the ability to treat arthritis, fevers, headaches, and toothaches.

Ginger may also be taken orally as a herbal remedy to prevent or relieve nausea resulting from chemotherapy, motion sickness, pregnancy, and surgery.

Results of laboratory studies as well as from small studies conducted among seasick sailors or ship passengers, found that ginger generally has more effectiveness for relieving motion sickness than placebo (or sugar pills). Several comparisons between ginger and prescription or non-prescription drugs have been conducted for relieving the nausea of pregnancy, but results are inconclusive.

In some of the studies, similar effectiveness was seen between ginger and the comparator drug, while other studies found less or no effectiveness for ginger as compared to the drugs. In general, no adverse effects were noted from using ginger, for either the mother or the developing baby. Ginger has also been used in folk medicine to treat minor gastrointestinal problems such as gas or stomach cramps. Recent studies may confirm that ginger directly affects the gastrointestinal tract, helping to improve muscle tone and to prevent abnormally rapid and strong intestinal contractions.

Results of limited studies in animals with diabetes show that ginger may reduce blood levels of sugar and cholesterol, while also lowering blood pressure. However, no human studies with similar results have been reported. A few small studies that have been conducted in humans have shown some promise for supplemental ginger in the treatment of both osteoarthritis and rheumatoid arthritis.

If a person has exercised too much or suffers from arthritis or rheumatism, ginger has been known to ease inflammation of the joints and muscle tissue. Due to its tremendous circulation-increasing qualities, ginger is thought to improve the complexion. It has reduced nervousness, eased tendonitis, and helped sore throats return to normal. Studies demonstrate that ginger can lower cholesterol levels by reducing cholesterol absorption in the blood and liver. It may also aid in preventing internal blood clots.

_**New Research! **- Ginger root was recently the subject of a startling new research report presented at The American Association for Cancer research conference in Phoenix. In the study, ginger actually suppressed cancer cells suggesting that the herb was able to fuel apoptosis or the death of the cancer cells. Ginger has been shown to work against skin, ovarian, colon and breast cancer. But it had not been shown to halt the progression of cancer until now. However, more research is required to confirm this._

This stimulating herb is warming to the system. In her book '10 Essential Herbs' author Lalitha Thomas describes the properties: "The major active ingredients in ginger are terpenes (quite similar to the chemical action of turpentine) and an oleo-resin called ginger oil. These two, and other active ingredients in ginger, provide antiseptic, lymph-cleansing, circulation-stimulating, and mild constipation relief qualities along with a potent perspiration-inducing action that is quite effective in cleansing the system of toxins."

There is some evidence to suggest that it helps to combat skin, ovarian, colon and breast cancer.

Avoid taking in acute inflammatory conditions. Although there is some evidence that ginger may actually be helpful in gastritis and peptic ulcertation, care is needed in these conditions as any spice may excaccerbate the problem. Avoid when pregnant or trying to get pregnant (large doses may have abortifacient effects). Avoid therapeutic doses if taking anti-coagulant therapy such as warfarin and seek advice if taking medication for heart problems. High blood pressure should always be monitored by a healthcare professional. Do not use if suffering from Gall stones.

Venice premiers first-ever Saudi film

Venice premiers first-ever Saudi film

By COLLEEN BARRY | Associated Press

VENICE, Italy (AP) — Haifaa Al Mansour has the distinction of being the first person to ever film a movie in Saudi Arabia, never mind that she's a woman.
Al Mansour's "Wadjda," which premiered this week out of competition at the Venice Film Festival, is about a 10-year-old girl who dreams of having a bicycle so she can race a neighborhood boy. But the dream is just a little too subversive for a deeply conservative Muslim society where women live segregated existences and girls around Wadjda's age are expected to begin fully covering their faces when in public.
"I feel so proud honestly to have shot the first film ever to be shot inside Saudi Arabia," Al Mansour told The Associated Press. "It was an extremely difficult experience, but still it's very rewarding and it says something about the country — that the country of Saudi Arabia is opening up, and there is a place for arts to grow, and there is a place for women."
Despite having support within the Saudi royal family, Al Mansour said she had to cope with limits present within society. For example, severe restrictions on the mingling of men and women created challenges in directing male actors in outdoor scenes, she said.
"I had to stay in a van and talk through a telephone sometimes or through the producer," she told a news conference.
The movie offers a rare and perhaps even unprecedented look into Saudi daily life.
Wadjda lives alone with her mother, played by Reem Abdullah, and they are visited only sometimes by her father. Devoted as he appears in person, he is seeking a second wife to have a son, a source of stress for Wadjda's mother.
Wadjda is as unfazed by the family drama as her mother is distracted by it. The girl instead focuses on how she can get enough money — 800 Saudi riyals, or $213 — to buy a green bicycle from a nearby store, despite being repeatedly told that girls do not ride bikes.
She charms the shopkeeper into putting it on hold for her, while selling homemade bracelets and extorting small sums for favors to raise the cash. Then, a school announcement that a Quran-reading contest will have a prize of 1000 riyals suddenly awakens a modicum of devotion in an otherwise uninterested girl.
Many of the scenes at school emphasize the universals of growing up. Children gossip about their teachers, tease each other and hide minor transgressions. The girls listen to music and wear high-top sneakers, which peek out from under their robes.
But Al Mansour also elegantly underlines the unique plight of girls when a classmate of Wadjda's pulls out photographs of her own wedding from her Quran during religion class. The teacher smiles, simply asks the groom's age — 20 — and kindly tells the girl that photos are not allowed in school.
Al Mansour sought producers from outside the region, and chose a German production company, Razor Studios, that had worked on Palestinian director Hany Abu Assad's "Paradise Now" and Israeli director Ari Folman's "Waltz with Bashir," both of which won Golden Globes for best foreign film.
But while she walked along with the 12-year-old star Waad Mohammed on the red carpet in Venice on Friday, there won't be any gala openings in Riyadh because there are no movie theaters there or anywhere in the Arab country. The film will, instead, be distributed by DVD and shown on Saudi TV, said co-producer Fahad Al Sukait of Saudi Prince Waleed Bin Talal's production company, Rotana Studios.
Al Mansour, who has made three short films and a documentary previously, said her work in the media had made her a "polarizing" figure in Saudi Arabia, and that she had received death threats.
"But I never take that personally," she told AP. "I know that they think that I threaten their values, but I always try to be respectful because I want to engage them in a dialogue rather than fight with them."
Al Mansour said the fact that she ultimately was able to direct a film in her own country was due to changes that are happening in the society there.
"There is an opportunity now for women to believe in themselves, to push and believe in their dreams," she said. "Society will put pressure on women to stay at home. But women must stick together and fight for what they want to achieve. "

Anti-migraine ingredients: No.1 QUINOA

Anti-migraine ingredients = Anti-inflammatory ingredients

No.1 QUINOA

QUINOA ANTI-MIGRAINE PROPERTIES

Its high magnesium and riboflavin (B2) content make quinoa an excellent nutritional ally for migraine sufferers.
Magnesium prevents the migraine pattern of constricting and rebound dilating of the blood vessels. Migraine sufferers who consume more magnesium in their diets have reported fewer headaches. Riboflavin's ability to promote cellular energy production has a beneficial effect on energy, brain and muscle cells metabolism, providing further protection against migraine attacks.

SOME OF IT'S NUTRICIONAL

• It is an excellent source of magnesium. One serving of quinoa can meet 48% of the daily value that we need.
• It contains anti-inflammatory phytonutrients:
polysaccharides like arabinans and rhamnogalacturonans; hydroxycinnamic and hydroxybenzoic acids; flavonoids like quercetin and kaempferol; and saponins including molecules derived from oleanic acid, hederagenin and serjanic acid. Small amounts of the anti-inflammatory omega-3 fatty acid, alpha-linolenic acid (ALA).
• It is rich in iron, tryptophan, copper and phosphorous.
• It is rich in protein, calcium (and iron), which makes it a meat substitute for vegans.
• It contains all 9 essential amino acids including lysine, which is necessary for cellular renewal.
• It is an excellent source of fiber and starch.
• It is low in calories despite being packed with so much minerals and nutrients, which makes it ideal for dieter.
• It is gluten free, which makes it a great alternative to grains for people with gluten sensitivity.
• It is rich in antioxidant phytonutrients.

HISTORY OF QUINOA

Quinoa originated in the Andean region of South America.

The ancient Incas considered this plant sacred and called it “chisaya mama” which means ‘Mother of All Grains’. It was an important plant. The Inca emperor would personally sow the first seeds of the planting season using golden implements.

QUINOA PROTEIN

Technically, quinoa (KEEN-wah) is classified not as a grain but as a type of seed, that of the goosewort plant, a relative of spinach and chard. Quinoa provides a complete protein, making it especially valuable for those who prefer to reduce or completely eliminate animal protein from their diets.

It contains all the essential amino acids, including lysine, which is crucial for growing and repairing body tissues.

One cup of quinoa provides 9 grams of protein which is one more gram than a medium chicken egg (and unlike the egg, quinoa is unlikely to come from a factory farm).

QUINOA & CARDIOVASCULAR HEALTH

Magnesium's ability to relax blood vessels also means eating foods high in this mineral helps reduce hypertension, heart arrhythmias and ischemic heart disease.

QUINOA & DIGESTION & DETOXIFYING

This seed-like grain has prebiotic properties, feeding the beneficial bacteria in your digestive tract. Since it is easily digested, your body can readily access the vitamins and minerals it contains. Quinoa also provides a good source of insoluble fiber, promoting healthy elimination processes, helping maintain colon health and preventing the formation of gallstones. The folate and vitamin B in quinoa also boost the liver's ability to eliminating toxins from the body. People at high risk for cancer, as well as those with high blood pressure or cardiovascular disease are often advised to eat more whole grains, yet if they have celiac disease or other forms of gluten sensitivities, they must steer clear of many popular grain products. Quinoa is gluten-free, so those who cannot tolerate gluten can eat it.

QUINOA ANTI-OXIDANT

Quinoa also offers nearly half the daily minimum requirement for manganese and is a good source of copper and zinc. These minerals are necessary to the synthesis of the superoxide dismutase (S.O.D.) enzyme, an important antioxidant. The S.O.D. enzyme eliminates free radicals which can cause oxidation damage in the body. It not only slows the effects of aging, but may help eliminate cancer cells. Several vitamin companies offer S.O.D. supplements but quinoa enables your body to produce its own natural enzymes.

New Russian Child-Protection Law Hits TV Channels...

Broadcasters are forced to make changes to their programming, including "The Simpsons" and "South Park."

MOSCOW -- A controversial child protection law that comes into force in Russia as of Sept.1 is to hit TV stations as they will no longer be able to air some of content previously intended for children before 11 p.m.

MTV Russia Could Go Off The Air (Report)

The new law specifically targets the depiction of violence, sex and characters consuming tobacco, alcohol and using profanity, prompting TV stations to reconsider their programming.
The TV channel 2x2, which specializes in imported cartoon series, plans to cut some violent parts from Itchy & Scratchy, "a cartoon within a cartoon" in The Simpsons, and to move the airings of South Park to time slots after 11 p.m., Lev Makarov, 2x2's general director, was quoted as saying by the Russian News Service.

Incidentally, four years ago, the channel came under attack from the authorities for allegedly "extremist" content of some of the South Park episodes it had broadcasted and even faced the revoking of it license, but the controversy eventually died down.

Meanwhile, some popular Russian cartoons could be found illegal under the new law, as well. The state-run television company VGTRK will have to air the popular Soviet-time cartoon series Nu, Pogodi! (I'll Get You) only after 11 p.m., the Ekho Moskvy FM station reported. In just about every scene of the series, one of the two main characters, Wolf, is shown smoking a cigarette.
"We have two options: to break the law or to show it late at night," Tatyana Tsyvareva, head of children and youth programming at VGTRK, was quoted as saying in the report.
The maximum punishment for companies for breaking the new law is stipulated to be suspension of operations for up to 90 days.

Google Pulls Plug on TV Ad Sales System...

The TV Ads in Adwords service, which faced industry resistance, will come to an end later this year.

Google Search to Start Targeting Copyright Violators

Google Close to Resolving EU Antitrust Probe

Google is pulling the plug on an online exchange that tried to establish the online giant as a major player in the sale of TV ad spots.

In a blog post late Thursday, Google said it would end its TV Ads in Adwords service later this year.
Google has been successfully selling paid-search ads online and wanted to push into the TV ad space, but faced resistance from established players in the TV and advertising communities.
Google's Second-Quarter Financial Report Impresses Wall Street
Hallmark Channel and NBCUniversal's cable channels became early partners, hoping to draw more local advertisers that Google has relationships with. But the Google ad venture was dealt a setback in 2010 when NBCUniversal ended its deal a year early.
"In 2007, we launched Google TV Ads in AdWords to bring digital buying and measurement technologies to traditional TV advertising," Shishir Mehrotra, vp of product at Google's YouTube, wrote in the blog post late Thursday. "Since then, lots of our clients have bought traditional TV advertising for the first time. However, video is increasingly going digital, and users are now watching across numerous devices."
Added Mehrotra: "The future of video advertising is extremely bright, and we're excited to devote ourselves fully to it."
The service's staff would be moved "to other areas at Google," the post said without providing more details.

California Movie and TV Tax Incentive Bill Passes Full State Senate...

There is only a procedural vote in the Assembly left before the two-year extension is sent to Gov. Brown. The Assembly is expected to act by Midnight Friday, which is when the legislative session is scheduled to end.

Legislation to extend California's $100 million in annual tax credits for two more years to keep movie and TV production in the state passed the full state Senate Friday by a vote of 32 to 2 on its way to almost certain final passage by midnight, when the legislative session ends.

Hollywood Slams New Report Critical of California Production Tax Incentives

Legislation to Extend Film, TV Tax Incentives Passes in Sacramento
There is still a procedural vote on a companion bill in the state Assembly that needs to pass, but that seems almost certain since that body has supported the legislation all the way through the process.
Once it clears both Houses, the bill goes to Gov. Jerry Brown, who must sign it before it becomes law. The governor through a representative said he will not decide until the bill reaches his desk, but it is likely he will sign the extension.
Brown signed a similar one-year extension at the end of the legislative session last year.
This is actually the second time the Senate has passed the extension. However, because a different bill went through the Assembly, that had to be passed by the Senate as well. The Assembly is in the process of approving the Senate version.
The extension, which has strong support from Hollywood's unions and guilds, including the Screen Actors Guild and IATSE, was originally proposed for five years. However, in a state Senate committee the term was cut; and the Assembly followed suit so that the legislation could match up for passage.
The state first passed tax credits in 2009 under then Gov. Arnold Schwarzenegger for five years. It is intended to help keep movie and TV productions in the state at a time more than 40 other states and many countries are trying to woo producers with incentives and tax breaks. Many of those are more generous than the California plan but no other state has as much infrastructure; and the state is also home to many of the companies and creative artists who prefer to work close to home.
While $100 million sounds like a lot of money, it is actually far short of meeting the demand. The tax credit program is administered by the California Film Commission, which opens and closes the application process in one day in early June. Those who do not get funded that day go on a waiting list.
The bill was introduced in the state Senate by Sen. Ron Calderon, D-Montebello, and the companion bill in the Assembly was introduced by Assemblyman Felipe Fuentes, D-Sylmar.

Marijuana is sometimes used as a migraine herbal supplement. It comes from dried flowers, stems, seeds, and leaves of the Cannibis sativa hemp plant. The plant, which can grow more than 15 feet tall, has a very distinct smell. Its green leaves grow in an easily recognizable pattern of five to nine leaves on stem and each leaf has jagged edges.

It is one of the oldest plants grown by humans. In the U.S., it is has been illegal to buy, sell, grow, own or use Marijuana since 1937.

Marijuana has been used for centuries as a natural remedy. Traces of its active chemicals have been found in ancient Egyptian mummies. Ancient Chinese cultures wrote about its use more than two thousand years ago.

Medical marijuana uses includes:
Easing symptoms associated with HIV and cancer
Improving appetite
Controlling nausea and vomiting
Decrease eye pressure
Relieving pain

Marijuana headaches and migraines

There are practically no studies on medical marijuana for migraines. Therefore there is no concrete scientific evidence on marijuana’s effectiveness, the proper dosage or the best method to ingest it.

Medical marijuana and chronic migraine headache

In the late 1800s marijuana was often used by doctors for treating migraines and other types of headaches.

The most popular way to use marijuana is to smoke the dried leaves. Smoking quickly gets Marijuana’s chemicals into the bloodstream. When Marijuana is eaten, it leaves a lower level of chemicals in the body but it has a longer lasting effect.

Can medical marijuana treat migraines?

The Cannibis sativa hemp plant contains more than 400 chemicals. The chemical responsible for many of marijuana’s qualities is called THC, or Tetrahydrocannabinol. It binds to receptors found throughout the body’s brain and other parts of the nervous system. THC acts on these receptors that impact pain, appetite, pleasure, memory, thought and coordination.

More than a dozen states have laws allowing medical use of marijuana in certain cases, although it is not a U.S. Food and Drug Administration approved drug. In the state of California, migraine is listed in the state’s health and safety code as an illness that is acceptable for marijuana use.

Side effects and other precautions

Marijuana is not a U.S. Food and Drug Administration-approved drug. Therefore its strength and purity are not regulated. It is also considered an illegal, illicit drug. Some states allow its use for certain medical ailments with a doctor’s recommendation. Because marijuana is not tightly regulated the way approved drugs are, it is difficult to list side effects because its strength and purity may vary with each use. Below are some side effects seen in studies:

Side effects from smoking marijuana

Breathing problems
Coughing
Increased risk of lung infection
Dry mouth
Other marijuana side effects
Impaired memory
Increased heart rate
Possible physical or psychological dependence or addiction
Loss of coordination
Anxiety
Paranoia
Problems thinking and solving problems
Red eyes
Increased appetite

Who should not take Marijuana

If you are pregnant, plan to become pregnant, or are breast-feeding, you must consult your doctor before taking any supplement. It is well-known that smoking endangers the health of developing babies and should be avoided by pregnant women.

Sacramento Gives Final Approval to $200 Million, Two-Year Tax Credit Extension

Now it is up to Gov. Jerry Brown to sign the extension through 2017 in the next 30 days.

The top show business guilds and unions along with the Los Angeles Chamber of Commerce and others applauded passage by the California legislature late Friday of legislation to extend by two years the annual $100 million tax credit program designed to keep movie and TV productions in the state, sending the proposed law to Gov. Jerry Brown for his final consideration.

The coalition, which includes the Screen Actors Guild, the Directors Guild and IATSE, said that the passage "demonstrated [the state's] commitment to keeping jobs in California for the tens of thousands of men and women working hard to make a living in the entertainment community. Their recognition of the critical importance of this industry to California's economy through this vote, coupled with the substantial success of the tax credit program, will go a long way toward giving California the opportunity to compete on a more level playing field with the many other states and foreign territories that already offer generous incentive programs of their own."
The coalition also asked "Governor Brown to sign the extension into law" adding that it can then "look forward with great anticipation to a more stable environment for all the films and television shows that would prefer to shoot here in California."
A representative for the Governor told The Hollywood Reporter last week that he would not comment on or make any decision until the legislation reached his desk. He now has 30 days to sign or veto. It is widely expected he will sign the bill into law despite the state's severe budget problems. Brown signed a similar bill last year which extended the credits through 2014. However, anyone who has followed the career of Gov. Brown knows that he is very independent and unpredictable, so until the bill is signed, the industry will have to hold its collective breath and see what happens.
The bills introduced by Assemblymember Felipe Fuentes and state Senator Ron Calderon, both Democrats, would extend the tax credits to at least July 2, 2017. The final vote in the Senate on Friday by a 32 to 2 margin was a bipartisan effort, which is itself rare in the highly partisan California legislature.
"By any measure, the program so far has been a tremendous success and should be extended," said Fuentes. "With the State's unemployment rate hovering around 12%, we need this incentive to help keep hundreds of thousands of Californians employed. Extending this incentive program will prevent production companies from moving their projects, jobs and spending out of California."
In an announcement about passage, Fuentes said that the $400 million the state has already spent since the program was first enacted in 2009 proves the program works: "The tax credits have resulted in $3.9 billion in economic activity statewide. Of that $728 million was spent on wages to create an estimated 40,000 jobs. An additional 172,000 individuals are estimated to have received daily employment as background extras."
The only disappointment for the industry was that they had sought a five year extension, to provide even more stability to the program and allow producers to plan far in advance. As it is the $100 million does not come close to meeting the demand. The annual allocation is spent in one day each June (although some others do later get credits by being on a waiting list when projects drop out or are not made).
"Today over 40 U.S. states, New York City and Canada, among others, offer substantial financial incentives to the film industry in an attempt to lure production and post-production jobs and spending away from California," said Fuentes announcement. "The program specifically targets productions that are the most likely to leave the state due to incentives being offered in other states and countries."
Here are some other statements issued in the wake of passage of the extension:
"We thank Assemblymember Fuentes for the commitment, dedication and leadership he has shown throughout this legislative process," said Bryan Unger, Associate National Executive Director/Western Executive Director of the Directors Guild of America. "The extension of the California Film & Television Tax Credit Program will provide needed stability and longevity to this very successful program, allowing California-based DGA members to continue making a living in the entertainment industry here in their home state, while actively contributing to the state economy and remaining close to their families and their communities."
"The Chamber applauds the legislature for passing AB 2026. Putting people back to work is the most important thing we can do on the road to economic recovery. Production projects that qualify for this tax credit will generate millions of dollars in wages, production expenditures, and create thousands of jobs for California residents," said Los Angeles Chamber of Commerce President Gary Toebben.
"Assemblymember Fuentes is leading the way in growing the California economy. Extending these critical tax credits will help retain our state's fundamental industry and the millions of jobs it creates," said Stuart Waldman, President of the Valley Industry and Commerce Association (VICA).
"I applaud the passage of AB 2026, which will extend the California's successful Film and Television program, and we urge the governor to sign this important legislation," said Duncan Crabtree-Ireland, Chief Administrative Officer and General Counsel for the Screen Actors Guild.
Leo T. Reed, Secretary Treasurer of Teamsters Local 399, who represents thousands of drivers, location managers, casting directors and other basic crafts in the entertainment industry, said, "I wish to thank Assemblyman Fuentes and the legislature for its passage of AB2026 on to the Governor which would extend the current film jobs incentives in order to give stabilization to the program continuing to keep vitally needed jobs, and economic infusion to both the State and local businesses, as well as working to keep one of the cornerstone industries of California where it belongs."
