Well, you can read the law: section 181 code here (http://www.law.cornell.edu/uscode/html/uscode26/usc_sec_26_00000181----000-.html) and section 199 here (http://www.law.cornell.edu/uscode/html/uscode26/usc_sec_26_00000199----000-.html)
But this source is a little old "Title 26 of the US Code as currently published by the US Government reflects the laws passed by Congress as of Feb.1, 2010, and it is this version that is published here."
This is also useful and talks about the 2008 update (governor.state.tx.us/files/press-office/federal_section_181.pdf).
Also, the IRS website has some texts that address, but the IRS site is extremely difficult to find anything on. (http://www.irs.gov/irb/2007-12_IRB/ar10.html)
Thanks for the contact info for Corky. I'll call him next week and get some input from him too.
This is a tricky issue and really none of the attorneys in my neck of the woods know anything about it since it's so specialized.
In my experience, when looking for an attorney, talk to as many as you can before deciding on one. It's like a doctor: the top of the class and the last in the class are still called doctor. Not everyone is good, and it's your liability.
